zu Ihrer Information in Deutsch und Russisch:
Russland ist 156. WTO-Mitglied Datum: 22.8.2012 Als 156. Protocol on Russia’s accession to the Marrakesh Agreement Establishing the World Trade Organization (WTO) comes into effect on Wednesday, August 22. Thus, the RF becomes 156th member of the WTO. document was signed in Geneva on 16 December 2011. Ministers of WTO members approved Russia’s accession to the organization after 18 years of negotiations. Russian as a state – member of the WTO assumes all obligations under the Marrakesh Agreement establishing the organization. Transitional periods for the liberalization of market access is two-three years, the most sensitive goods – five to seven years. In July, the Council of the Eurasian Economic Commission adopted an updated Common Customs Tariff (CCT), taking into account the obligations of the Russian Federation to the WTO, which will take effect from August 23. According to preliminary calculations, the transition to the new edition of the ETT average customs duty rate will decrease from 9.6% to 7.5-7.8%. For goods thirds reduction will occur the next day, we are talking primarily about the return of import duties, increases during the crisis in 2008-2009, the initial level. For sensitive sectors in which there may be some economic and financial difficulties due to the new conditions caused by Russia’s membership in the WTO include the automotive industry, agriculture, agricultural, light industry. The government is currently working on measures to adapt to the conditions of economic sectors of the WTO, keeping financial support programs, particularly agriculture. Program to support the production of agricultural machinery, shipbuilding and aircraft industry will be reformatted in accordance with WTO rules, and support will be made directly to producers. In addition, the planned number of administrative measures, such as through customs administration. One of the key issues in the accession process was the support of the Russian agriculture. As a result, according to the commitments made by Russia, to support agriculture in 2012-2013, the state will spend $ 9 billion, then the value of financial injections gradually decreases to 4.4 billion in 2018. Speaking about the conditions of Russia’s accession to the WTO, Economic Development Minister Andrei Belousov has previously noted that the Russian Federation does not pick and choose not long support those quantities which are registered in the agreement. Government in July approved the state program of agricultural development for 2013-2020 with funding from the federal budget in the amount of 1.509 trillion rubles. Total funding of eight-year program, as reported in its report Minister of Agriculture of the Russian Federation, Nikolai Fyodorov, be 2.28 trillion rubles, including 770 billion rubles as of regional budgets. Some changes will affect Russian exports. Thus, the EU should abolish quotas for Russia for the supply of steel products since joining the WTO. Furthermore, in accordance with the agreements the government approved a threefold increase in export quotas of Russian pine and spruce in 2013. Tariff quotas on exports of white spruce or fir European 2013 increased three times – from 2 million to 82.2 thousand cubic meters in 2012 to 6 million 246.2 thousand cubic meters in 2013. In particular, the EU quota will be increased from 1 million 986.9 thousand cubic meters in 2012 to 5 million 960.6 thousand cubic meters in 2013, for other countries – from 95.3 thousand cubic meters in 2012 to 285.9 thousand cubic meters in 2013. Export quota of Scots pine also increase from 5 million 346.1 thousand cubic meters in 2012 to 16 million 38.2 thousand cubic meters in 2013. For European Union export quota will increase from 1 million 215.3 thousand cubic meters in 2012 to 3 million 645.9 thousand cubic meters in 2013. For other countries, the quota will increase from 4 million 130.8 thousand cubic meters in 2012 to 12 million 392.3 thousand cubic meters in 2013. In addition, the Russian government previously approved rates of export customs duties on Russian goods, bringing them in line with the commitments after joining the World Trade Organization. RF increases export duties on soybeans to 20%, but not less than EUR 35 per tonne, although it was previously assumed that the reduced rate of 5% will apply until the end of September. Rates of export duties on natural gas, oil gases and hydrocarbons in the gaseous state is not changed. Natural gas rate remains at 30%, the rest – 5% of the customs value. Regulation does not affect the export customs duty on crude oil and some petroleum products, for which rates are set by the Russian government on a monthly basis, taking into account the average price of Urals crude oil on world markets. According to the Ministry of Economic Development, WTO membership will give RF several advantages. For example, from the use of simplified customs procedures for economic operators in the annual benefit of $ 900 billion in world trade, as part of Russia, such benefits would be $ 18 billion, according to the Organization for Economic Cooperation and Development (OECD). According to the World Bank (WB), Russia’s accession to the WTO for three years will bring the country about 3.3% of GDP per year, and ten years later – due to the positive impact on the investment climate – profit may rise to 11% of GDP (about 162 billion dollars). These estimated gains Russia will receive each year, that is, they are not one-off, and in all regions will benefit. However, the greatest benefit those subjects of the Russian Federation, which
